Keynote Speakers


Shay Burrows, P.E. 


Shay Burrows is the Safety, Management, and Preservation Team Leader in the FHWA’s Office of Bridges and Structures in Washington, D.C.  He has a BS degree in Mechanical Engineering and a MS degree in Civil Engineering from Rutgers University.  He joined FHWA in 1996 and initially had a variety of assignments.  Shay joined the FHWA’s Resource Center in 2004 as a Structural Engineer for 5 years prior to becoming the Team Manager.  He moved into his current position in 2014 and supervises 11 technical specialists.  Shay enjoys spending his free time with his wife and 4 children.
